The dislike of Canada's biggest city, Toronto, in the rest of the country runs so deep that a filmmaker has made a documentary about it.

Although it has already taken nearly four decades to get this far in building the Internet, some university researchers with the federal government's blessing want to scrap all that and start over.

The idea may seem unthinkable, even absurd, but many believe a "clean slate" approach is the only way to truly address security, mobility and other challenges that have cropped up since UCLA professor Leonard Kleinrock helped supervise the first exchange of meaningless test data between two machines on Sept. 2, 1969.

The Internet "works well in many situations but was designed for completely different assumptions," said Dipankar Raychaudhuri, a Rutgers University professor overseeing three clean-slate projects. "It's sort of a miracle that it continues to work well today."

To a great extent, this has been achieved and validated by the battlefield performance of these modern-day heroes, who are also enlisting and staying in the military in nearly record numbers. They are truly our next greatest generation. We must, however, continue to examine our mobilization and utilization policies for all these forces.

To do this, Secretary of Defense Robert Gates, soon after taking office, directed immediate changes in our mobilization and use policies. Goals were established for how often and for how long we deploy both our active and Reserve components. Our goal is to have our active duty forces rest for two years following a one-year deployment and our Reserve forces return to their employers and family for five years following a one-year mobilization.

US Military V. Blackwater

Even though they won't face a court-martial, two Air Force officers involved in a road-rage incident with a Blackwater USA contractor in Afghanistan have been slapped with administrative sanctions.

The discipline was meted out by the same general who dismissed criminal charges against Lt. Cols. Gary Brown and Christopher Hall.

Brown's civilian attorney has fired back with an angry letter, calling the sanctions a "laugh-out-loud joke" and suggesting that the general bowed to pressure from Blackwater, a private military company based in Moyock, N.C.

It's the latest turn of events in an escalating clash between uniformed military personnel and private contractors on the battlefield.

Other than that, she said, "neither Blackwater nor its parent company has threatened or pressured anyone involved in this matter."

In his letter to North, Gittins said the general appears unconcerned that "attempts were made to frame my client." He referred to the investigating officer's report that Afghan security guards who witnessed the confrontation said they were offered bribes to give false testimony about it.

Gittins blames Blackwater for the alleged witness tampering. Blackwater says the allegation involves someone else trying to pin blame on Bergeron.

Increasingly a magnet for controversy, Blackwater USA has encountered a bumpy road implementing its national and international expansion plans.

The Moyock, N.C.-based private military company's plans to open an Asian branch in the Philippines have been scrapped and one stateside proposal has drawn considerable heat.

"We are no longer pursuing a facility in the Philippines," Anne Tyrrell, a company spokeswoman, said this week.

The company's plans for a jungle survival skills training center on the site of the former U.S. naval base at Subic Bay sparked calls for an investigation from a prominent member of the Philippines Senate last summer.

More recently, the head of a United Nations work group on mercenary activity expressed concern about recruitment methods used by Blackwater and similar companies in the Philippines.

Closer to home, Blackwater's drive to open a West Coast outpost has run into a buzzsaw of public opposition. More than half the registered voters of a tiny rural community east of San Diego, the proposed site of "Blackwater West," have signed a petition opposing the project.

It was just the latest in a series of brush fires Blackwater has been dealing with in recent months:
  • An off-duty Blackwater contractor shot and killed an Iraqi security guard in Baghdad on Christmas Eve and was immediately flown home by the company. So far there is no word of any criminal charges being filed.
  • In February, the company underwent a public grilling by a congressional committee about its security work in Iraq, including emotional testimony from relatives of four Blackwater contractors killed and mutilated in a convoy ambush in Fallujah in 2004.
  • The Supreme Court declined to hear an appeal from Blackwater, clearing the way for what could be a landmark lawsuit in a North Carolina state court over the Fallujah ambush. The victims' families are suing the company for wrongful death.

  • Last month the Air Force dropped criminal charges against two officers involved in a road-rage incident with a Blackwater contractor in Afghanistan and launched an investigation into the possibility of witness tampering in the case.
