But indefinite detention is state policy, how can one protest against it?

The Malaysia Option
Just because there is a lack of evidence to detain a person should not be a reason to let them go.

And thus protesting against the state policy of detaining persons for jRandomReasonDuJure, is clearly a prima facia reason for being detained as a threat to state security!

Besides, we would not want to prosecute any of these special detainees in courts in america, since, they might cause more issues and troubles.

So hey, why not more Malaysian Options to enhance the american way of americanism!
