Should a civilian president have access to the DOD budget?

Hey boys and NonPerkins, did you notice that Komrade Party Leader Robert Gates will be unvailing the NEW DOD Budget before handing the document off to the white house and the civilian president.

Now the more important question, did the Founding Fathers really intend that a mere civilian president would be allowed to interrupt the budgetary policies of a War President in a time of transferring that tax liabilities unto the unborn baby UBU?

I mean, we are a nation of laws that supports the Homeland Security Investment Bubble, to stop Global TheyThemThoseTypes[dm].
